Shock! EU budget target won't be met

Following the worst bit of international negotiation since the Trojans said "Oh look - we've won a horse" Tony Blair surrendered £14bn of EU rebate. as the EU Budget will be £20 billion greater than previously planned.

Question - what exactly is the £20bn going to be spent on?

That's a lot of money for an organisation with a decade of unsigned accounts .... the government didn't even chuck that much money at Rover when it was failing.
